Changes to the manual (2.3)

Despite many new commands and facilities, this manual is shorter. Quite a few sections have been removed and placed elsewhere.

Technical information (file formats etc) are now available on-line only, using the HELP command (See HELP SECTIONS); errors are now explained on-line using the HELP ERROR or HELP ERROR=errnum commands; RESVARS are also documented on-line (HELP RESVARS or HELP RESVARS command-name), as are the tools in the toolbox.
