Laura Turley is the Senior Science-Policy Manager at the Geneva Water Hub, a Centre of Competence on Water for Peace spanning the University of Geneva, the Graduate Institute, and the World Meteorological Organization. She holds a PhD in Environmental Governance from the University of Geneva. Prior to joining the Geneva Water Hub, Laura spent over a decade at the International Institute for Sustainable Development (IISD) as a Policy Advisor and Research Associate. She has also worked as an independent water expert and consultant for international organizations, including WWF, the World Bank, and various UN agencies. |

Research
Laura’s research focuses on adapting water infrastructure operations under conditions of climate change, urbanization, and technological development. She examines the interactions between infrastructure, institutions, and actor strategies, and the societal outcomes they produce.
At the Geneva Water Hub, she supports research and policy initiatives that position water as a source of cooperation and peace, regularly acting as a “knowledge broker” – accountable to both scientific and policy communities’ needs. She also investigates the science-policy-practice interface as an object of study, aiming to improve exchanges and generate higher societal impact.
Laura is also a researcher on an SNF-funded project studying transboundary water governance resilience between EU member states and third countries in the Rhône, Rhine, Po, and Danube basins, developing new hydro-political models.
