A l’occasion de l’inauguration du Geneva Africa Lab, nous avons le plaisir d’accueillir Ricardo Soares de Oliveira, Professeur à l’Université de Oxford (International Politics of Africa at the Department of Politics and International Relations) sont le titre de sa conférence est le suivant:

L'une des principales caractéristiques de l'économie mondiale d'aujourd'hui est un « monde offshore » de structures, institutions et techniques financières conçues pour assurer le secret, la protection des actifs et l'exonération fiscale. Dans cette conférence, Ricardo Soares de Oliveira, montrera comment l’Afrique et ses dynamiques politiques et économiques, souvent sous-estimées, sont de plus en plus centrales pour comprendre ces transformations à niveau global.

Le Geneva Africa Lab est  un centre de compétences et de recherche rattaché au GSI, qui regroupe des expert-e-s travaillant sur les sociétés africaines et sur des problématiques concernant le continent africain, à partir de disciplines différentes.

One of the key features of today’s global economy is an “offshore world” of financial structures, institutions and techniques designed to provide secrecy, asset protection and tax exemption. While its worldwide impact is very significant, Africa is affected to an unusual extent by the strategies of tax avoidance/evasion, outward financial flows (both legal and illegal) and corruption enabled by the offshore world. This is corroborated by a number of quantitative studies of capital flight as well as by influential investigations such as the Pandora Papers, Panama Papers and Luanda Leaks. The offshore world’s limited presence in the study of contemporary African politics, political economy and international relations is therefore striking. This lecture highlights this gap, provide a preliminary analysis, and suggests that the politics of African insertion in the global offshore economy merits more attention from scholars of African politics.

Ricardo Soares de Oliveira is Professor of the International Politics of Africa at the Department of Politics and International Relations, University of Oxford; Official Fellow of St Peter's College; and a non-resident Fellow with the Global Public Policy Institute, Berlin.  He is co-editor of African Affairs, the journal of the Royal African Society, and co-director of the Oxford Martin School’s Programme on African Governance. He is the author  of Magnificent and Beggar Land: Angola Since the Civil War (2015) and Oil and Politics in the Gulf of Guinea (2007), and is currently writing a book titled Africa and the Offshore world.
