Communication is critical in humanitarian action. Since language and culture condition conflict resolution and the transition to new forms of governance, communication in the languages of persons in distress and sensitivity to their cultures, as well as a strong set of accompanying skills, are indispensable in fragile, conflict and post-conflict settings.
