General secondary education
The aim of the pre-school education is the development of child's natural desire to study, eagerness to get to know the world, assistance of the physical and spiritual development of a child.
The leading role in the pre-school education of children belongs to family. Taking into account the needs of families there are kindergartens, nursery schools with the short-term, day or 24-hours stay of children, children establishments of family type, and also institutions of boarding type of different profiles.
In 1996 there were 4511 pre-schools with about 444,300 children. Out of total number of pre-school establishments 1219 are kindergartens with 45100 people in them, ;nursery schools (4728 kids), ;schools-kindergartens (4300 kids), centers of children's development (660 people), gymnasiums (764 kids). All pre-school establishments are subdivided into : secondary (general development) 3875 (338700 people), with the extensive way of work 13 (1500 kids), on sanitation 27 (3500 people ), for partially or ill-for-long-time children 23(3000 kids), compensating 28 (2400 kids), combined 497 (98200 children), with oncology diseases 1 (68 kids).
Due to a big number of pre-school establishments the embrace of children aged 1-6 made 62,2% in 1996, including71,6% in cities, and 36,6% in villages.
In 1996 54200 pedagogical workers were involved in upbringing and educating children, 20000 of whom had higher education, including 7600 people of pre-school profile and 31700 people of secondary.
