The Soviet of Ministers of the Republic of Belarus in the sphere of education accomplishes the following functions:
determines
the state demands to education, makes control of their implementation;
states the exemplary statements about educational establishments, determines
the order of their creation, reorganization and liquidation, the order of
registration in the educational organs;
affirms the examples of documents about education and the order of their
publication.;
determines the finances of the educational organizations, the salaries of
workers, the norms and the rules of social defense of students, pupils and
other categories of workers in the system of education.Ministry of Education of the Republic of Belarus:
provides the state policy and realizes the state control in the sphere of
education;
affirms the teaching plans and demands to the comprehensive and professional
preparation, organizes text-books and teaching and methodical workouts emission;
determines finances and technical supply to of educational institutions
and establishments in the limits of given budget and resources;
creates, reorganizes and liquidates educational institutions of the republican
subjection, registers their regulations;
solves the questions of external preparation in the higher educational institutions;
accomplishes the teaching-methodical guidance and activities coordination
of all educational institutions on the territory of the republic.Local Soviets of peopleās delegates and their executive organs:
provide the development of education taking onto account national peculiarities
of the regions, prospects of their social-economical development;
determine the size and structure of specialists training;
create, reorganize and liquidate in a certain order educational and other
establishments, register their regulations;
in the limits of their power determine the size of finances, salaries conditions,
taxes advantages for educational institutions on their territory;
provide, together with the organs of educational control, public soviets
of education, the solutions of social questions of educational workers,
pupils and students;
solve the questions of external preparation.
