I wish to share with you a completely transparent update on our finances and on the path forward we are setting for our institution. This is a difficult moment that calls for clarity and unified efforts.
A nuanced understanding of our financial situation is required. Taking into account all of our activities and sources of funding, the University posted a consolidated positive result of approximately 49 million francs for 2025, buoyed significantly by the strong performance of our investment portfolio and by major contributions, notably those related to the Fondation pour l’Université de Genève (FUNIGE).
For the same period, the activities funded by the public authorities — which make up the core of our day-to-day operations — showed an operating deficit of 10 million francs. This discrepancy may seem paradoxical, but the explanation is straightforward: not all of the University’s resources can be freely used to cover operating expenses, as some are earmarked for specific projects or for long-term investments. That is why efforts must be focused on our “State-funded” operating budget.

Consultation on the partial Revision of the Staff Regulations
|
The Rectorate is launching a consultation on a partial revision of the University Staff Regulations (RPers), with the aim of improving their readability, consistency, and practical usability. This initiative notably proposes simplifying certain procedures, introducing targeted adjustments based on the needs of faculties and services, and incorporating developments in the cantonal legal framework. It is being submitted to the University Assembly, the faculties, the interfaculty centers, as well as the Staff Commission. The consultation will take place from April 1 to May 31, 2026. Each member of staff may express their views through their representatives serving on these participatory bodies.

A new HR application for declaring cross-border telework
|
The Amendment to the double taxation agreement between Switzerland and France establishes new obligations regarding cross-border remote work, effective January 1, 2026. Administrative and technical staff (PAT) residing in France (excluding Swiss nationals) are now required to declare monthly their teleworking days and any assignments carried out outside Switzerland via the new HR application “Telework Declaration”, available on the institutional portal and accessible via smartphone. This declaration is mandatory, including in the absence of remote work, and is intended to ensure accurate monitoring of individual quotas in order to comply with the applicable thresholds (40% of the employment rate, corresponding to a maximum of 96 remote working days for a full-time position, including up to 10 days of temporary assignments outside Switzerland).
This framework requires particular vigilance in complying with these limits, both from the employees concerned and their managers. It is recommended to prioritize training and business travel within Switzerland and to verify individual quotas prior to approving any overseas assignment or any reduction in the employment rate.

The implementation of the G’Evolue project — a major reform of the job evaluation and remuneration system of the State of Geneva — is scheduled for January 1, 2028. To help everyone better understand its challenges, objectives, and implementation process, new informational resources are now available. A two-minute explanatory video presents the key elements of the reform, along with a set of four summary sheets covering: the essential points to remember, answers to key questions, the main stages of the project, and the benefits of the new system.
