Daniel Stoecklin est professeur associé en sociologie, avec spécialisation enfance et droits de l’enfant. Il est depuis 2015 rattaché à la Faculté des Sciences de la Société de l’Université de Genève (Département de sociologie, Institut de recherches sociologiques) et il travaille au Centre interfacultaire en droits de l'enfant (CIDE).

Ses domaines d’enseignement, de recherche et de publication sont les suivants :

Après une formation en sciences sociales acquise à l’Université de Lausanne et à l’Université de Fribourg (où il a obtenu son doctorat en 2000 pour sa thèse « Enfants des rues en Chine » ; lauréat 2002 du Prix de l’Association Fonds Veillard-Cybulski), il a travaillé plusieurs années avec des ONGs en faveur d’enfants en situations difficiles ; avec Terre des hommes en tant que personne-ressource pour les enfants en situations de rue (1998-2005) et avec l’Institut international des Droits de l’Enfant en tant que responsable du « programme Chine » (2006-2016) . Avant de rejoindre l’Université de Genève, il a poursuivi une carrière académique à l’Université de Fribourg. Il a été nommé professeur associé en 2008 et a travaillé à l’Institut Universitaire Kurt Bösch, à Sion (2008-2014). Depuis 2015, il travaille à l’Université de Genève, où il est également associé Pôle national « LIVES. Surmonter la vulnérabilité. Perspectives du parcours de vie » co-dirigé par les Universités de Genève et de Lausanne. Il est coordinateur du Research Network Sociology of Children and Childood (RN04), European Sociological Association.

Daniel Stoecklin développe la recherche sur les droits de l’enfant à partir des angles suivants:

Sociologie de l’enfant acteur

La question qui est au centre de la sociologie de l’enfant acteur, telle que préconisée par l’auteur, est celle de savoir comment, en tant que sujet de droits, l’enfant participe à la transformation de ses libertés formelles (droits de l’enfant) en une liberté réelle (capabilité). Pour éclairer les facteurs individuels et sociaux de cette transformation, il a développé un modèle heuristique et méthodologique appelé “système de l’acteur” (Stoecklin, 2009). Il élabore une théorie de l’action à partir des applications et constats empiriques effectués avec cette méthodologie: tout d’abord à travers deux recherches exploratoires (2009 et 2011-12) ainsi que dans des consultations de jeunes dans plusieurs pays dans le cadre du projet du Conseil de l’Europe “Construire une Europe pour et avec les enfants”. Cette approche s’est révélée utile pour l’approche par les capabilités, afin d’éclairer l’enfant comme acteur de ses droits. L’auteur est à cet égard un pionnier dans l’approche par les capabilités appliquée aux droits de l’enfant. Il a organisé le colloque scientifique: Children’s Rights and the Capability Approach. (FNS: 10C017_141593), Sion: IUKB, 5-6 juillet 2012, dont les actes ont paru aux Editions Springer (Stoecklin, D. & Bonvin, J.-M. (2014). Children’s Rights and the Capability Approach. Challenges and Prospects. Children’s Well-Being: Indicators and Research 8. Dordrecht, Heidelberg, New York, London: Springer). Il a été requérant principal (co-requérant: Jean-Michel Bonvin, UNIGE) pour la recherche "Sociologie de l'enfant acteur. Capabilité participative dans les loisirs organisés" (FNS 100017_153589) qui s'est achevée en janvier 2017 (durée 25 mois). Il participe également, pour la Suisse, au volet qualitatif de la recherche « Children’s Worlds Study ». Enfin, il est intégré au pôle national de recherche LIVES, par l’intermédiaire du projet « Welfare Boundaries » dirigé par Prof. Jean-Michel Bonvin (UNIGE).

Pratiques institutionnelles des droits de l’enfant

A l’interface entre la théorie et la pratique, Daniel Stoecklin attache aussi beaucoup d’importance aux processus de recherche-action. Il participe au projet « Vivre ma commune! – action sur la qualité de vie des enfants et des jeunes dans les communes de Suisse romande ». Il a participé aux colloques de recherche sur la traduction des droits de l’enfant, notamment « Living Rights: An interdisciplinary approach to international translations of children’s rights” (Direction : Karl Hanson). Son expérience au sein des ONG oeuvrant en faveur d’enfants en situations difficiles lui a permis également de mener des évaluations et des programmes de recherche-action donnant lieu à des publications dans le domaine des enfants en situations de rue (Aptekar, L., Stoecklin, D. (2014). Street Children and Homeless Youth: a cross-cultural perspective. Dordrecht, Heidelberg, New York, London: Springer Editions). Sa carrière académique est doublée d’une bonne expérience comme expert dans le domaine de l’intervention auprès d’ONGs, ainsi que comme expert indépendant pour la politique de la jeunesse du Conseil de l’Europe et d’administrations cantonales en Suisse (voir Service à la cité).

Enseignement

Daniel Stoecklin enseigne dans le Master interdisciplinaire en droits de l’enfant (MIDE), une formation universitaire à plein temps sur les droits de l’enfant offerte par le Centre interfacultaire en droits de l’enfant (CIDE) de l’Université de Genève (une formation qui avait démarré en 2008 au sein de l’IUKB). Il a été dès le départ impliqué dans la conception, le développement et la mise en œuvre de cette formation, au sein de laquelle il donne au premier semestre un cours en « sociologie de l’enfance » et où il est responsable du module interdisciplinaire « participation des enfants » qui a lieu lors du deuxième semestre. Ses thématiques d’enseignement sont principalement la sociologie de l’enfance, les droits de l’enfant, les enfants en situations de rue, la participation des enfants. Il intervient également dans des cours des autres modules, sur le thème des mouvements sociaux, et sur la méthodologie de recherche. Il supervise enfin des travaux de mémoire des étudiants du MIDE. Il enseigne également de manière ponctuelle dans le Master of Advanced Studies in Children’s Rights (MCR), qui est une formation continue, en anglais, offerte par l’Université de Genève via le CIDE. Ses enseignements portent sur : childhood studies, children in street situations, child participation. Il y aborde également des aspects méthodologiques. Il supervise aussi des travaux de mémoire des étudiants du MCR. Il est régulièrement invité pour enseigner en français et en allemand dans des formations dispensées par d’autres instituts de formation et hautes écoles de Suisse, ainsi que des administrations publiques.
