On 8-9 September 2025, the University of Geneva will host a major international conference titled "Law, Crisis and Shifting Democratic Order". Initiated and organized by Mrs. Jana Ruwayha, PhD candidate in Law at UNIGE and researcher at the Global Studies Institute (GSI), this two-day event is co-organized with the Faculty of Law at UNIGE and the Global Center for Democratic Constitutionalism (GCDC) of University College London (UCL). It will bring together leading academics to reflect critically on how contemporary crises reshape legal and democratic institutions.
Driven by the scholarly vision and organizational excellence of Mrs. Ruwayha, the conference will address the normalization of emergency regimes and their structural impact on liberal orders. From the Covid-19 pandemic to security threats, climate change and economic instability, participants will explore whether law functions as a space of transformation, resistance or continuity in times of uncertainty. The event also represents a key milestone in Mrs. Ruwayha’s doctoral project, which examines the structural effects of prolonged states of exception on liberal legal systems, and extends international collaborations developed during her LERU exchange at UCL.
The scientific programme will be structured around dynamic roundtables, combining academic presentations, moderated reflections, and open discussions with all participants.
PROGRAM
Day 1: Monday, 8 September 2025
The opening session will take place at 9:00 with welcoming remarks by Mrs. Jana Ruwayha (organizer; UNIGE), (UNIGE; UN Special Rapporteur on minority issues) and Prof. Ewan Smith (UCL).
Session I will address complexity, crisis and evolving legal orders. Moderated by Prof. Colm O’Cinneide (UCL), it will feature contributions by Prof. Didier Wernli (UNIGE), Mrs. Jana Ruwayha (UNIGE) and Dr. Flore L. Vanackère (UNIGE).
After lunch, Session II will focus on crisis rhetoric and the erosion of the rule of law. Moderated by Prof. Nesa Zimmermann (UNINE), it will include presentations by Prof. Nicolas Levrat (UNIGE), James Milton (UCL) and Prof. Colm O’Cinneide (UCL).
Session III will examine the distinction between emergencies and exceptions, from constitutional theory to the climate crisis. Moderated by Prof. Frédéric Bernard (UNIGE), it will bring together Prof. Ewan Smith (UCL) and Prof. Makane Mbengue (UNIGE).
The day will close with a group dinner..
Day 2: Tuesday, 9 September 2025
The second day will begin with a welcome coffee. After that, session IV will explore federalism and democratic erosion. Moderated by Prof. Nicolas Levrat (UNIGE), it will feature interventions by Prof. Nesa Zimmermann (UNINE) and Kevin James (UCL).
After lunch, Session V will turn to democratic accountability, from housing rights to national security. Moderated by Prof. Ewan Smith (UCL), it will include contributions by Eve Lister (UCL) and Tasneem Ghazi (UCL).
Finally, the conference will conclude with a closing roundtable, including final remarks by the organiser. This open and cross-cutting discussion will address democratic resilience, legal adaptability and interdisciplinary responses to crisis.
This academic gathering is a landmark in the intellectual life of the University of Geneva. It highlights the vitality of legal and political research led by Mrs. Jana Ruwayha and her colleagues, while strengthening the ties between Geneva and London in addressing the global challenges faced by democracy and the rule of law.

Sous l’impulsion de Mme Jana Ruwayha, doctorante en droit à l’Université de Genève et chercheuse au Global Studies Institute (GSI), l’Université de Genève accueillera, les 8 et 9 septembre 2025, une conférence internationale d’envergure consacrée aux transformations du droit et de la démocratie à l’heure des crises. Co-organisé par la Faculté de droit de l’UNIGE, le Global Studies Institute et le Global Center for Democratic Constitutionalism (GCDC) de l'University College London (UCL), cet événement réunira des chercheurs et chercheuses de premier plan pour réfléchir de manière critique aux effets des crises contemporaines sur les institutions juridiques et démocratiques.
Portée par la vision scientifique et l’excellence organisationnelle de Mme Ruwayha, la conférence interrogera la normalisation des régimes d’exception et leurs effets structurels sur les ordres libéraux. De la pandémie de Covid-19 aux menaces sécuritaires, en passant par le changement climatique et l’instabilité économique, les discussions examineront dans quelle mesure le droit agit comme espace de transformation, de résistance ou de continuité. L’événement constitue également un jalon important dans le projet doctoral de Mme Ruwayha, qui explore les effets structurels des états d’exception prolongés sur les ordres juridiques libéraux, et s’inscrit dans le prolongement de collaborations académiques internationales issues de son échange LERU à UCL.

Jour 1: Lundi 8 septembre 2025
La conférence débutera avec les allocutions d’ouverture de Mme Jana Ruwayha, organisatrice de l’événement, du Prof. Nicolas Levrat (Université de Genève, Rapporteur spécial des Nations Unies sur les questions relatives aux minorités) et du Prof. Ewan Smith (UCL).
La première session portera sur la complexité, la crise et l’évolution des ordres juridiques. Elle sera modérée par le Prof. Colm O’Cinneide (UCL) et réunira les interventions du Prof. Didier Wernli (UNIGE), de Mme Jana Ruwayha (UNIGE) et de la Dr. Flore L. Vanackère (UNIGE).
Après la pause déjeuner, la deuxième session examinera la rhétorique de crise et l’érosion de l’État de droit. Sous la modération de la Prof. Nesa Zimmermann (UNINE), les présentations seront assurées par le Prof. Nicolas Levrat (UNIGE), James Milton (UCL) et le Prof. Colm O’Cinneide (UCL).
La troisième session portera sur la distinction entre états d’urgence et régimes d’exception, du constitutionnalisme à la crise climatique. Le Prof. Frédéric Bernard (UNIGE) en sera le modérateur, avec des interventions du Prof. Ewan Smith (UCL) et du Prof. Makane Mbengue (UNIGE).
La journée se conclura par un dîner de groupe à 19h00.
Jour 2: Mardi 9 septembre 2025
La deuxième journée commencera avec un café d’accueil. Ensuite, la quatrième session sera consacrée au fédéralisme et à l’érosion démocratique. Elle sera modérée par le (UNIGE) et réunira les contributions de la Prof. Nesa Zimmermann (UNINE) et de Kevin James (UCL).
Après la pause déjeuner, la cinquième session explorera les enjeux de l’accountability démocratique, des droits au logement aux politiques de sécurité nationale. Le Prof. Ewan Smith (UCL) assurera la modération, avec des présentations d’Eve Lister (UCL) et de Tasneem Ghazi (UCL).
Enfin, la conférence se conclura par une table ronde finale de synthèse et de perspectives, suivie des mots de clôture de l’organisatrice. Cet échange transversal portera sur la résilience démocratique, l’adaptabilité du droit et les réponses interdisciplinaires face aux crises.
Cette rencontre académique constitue un moment fort dans le paysage intellectuel de l’Université de Genève.
