Biographie

 

Dr Anna Rosalie Greipl est chercheuse postdoctorale à la Faculté de droit de l'Université de Genève. Ses recherches se situent à l’intersection du droit international, des technologies émergentes et des études critiques, en accordant une attention particulière aux contextes de conflits armés. Elle détient un doctorat en droit international, avec mention summa cum laude, de l'Institut de hautes études internationales et du développement (IHEID). Sa thèse explore la conception de l’humain dans le droit international humanitaire (DIH) à partir d’une perspective critique posthumaniste. Elle suggère notamment une reconceptualisation de cette notion à la lumière de l’intégration des systèmes d’intelligence artificielle (IA) dans la prise de décision militaire liée à l’usage de la force.

Dans le cadre de ses recherches, Anna contribue à divers projets portant sur l’utilisation de nouvelles technologies par les forces armées, tels que les systèmes biométriques, les opérations cyber et les systèmes de soutien à la décision habilités par l’IA, mandatés notamment par la Netherlands Defence Academy, le Lieber Institute West Point, l’Université d’Exeter ou le Centre d’excellence en cybersécurité (CCDCOE) de l’OTAN. Elle intervient également régulièrement lors de conférences et de réunions d’experts visant à mieux comprendre les défis liés à l’application du DIH aux développements technologiques en cours dans les conflits armés, ainsi que dans diverses formations professionnelles, telles que le Séminaire Annuel ICRC–Geneva Academy destiné aux diplomates, le Séminaire avancé sur le DIH de l’ICRC–Academy pour les universitaires et les responsables politiques, et le cours avancé sur le DIH de la Fondation Cassin.

Anna a précédemment travaillé en tant que chercheuse associée à l'Académie de droit international humanitaire et des droits de l'homme, où elle a contribué au projet IHL in Focus, a apporté des mises à jour au portail War Watch et a participé à l'initiative conjointe sur la numérisation des conflits armés menée en collaboration avec le Comité international de la Croix-Rouge (CICR). Entre 2021 et 2025, elle était chargée de cours en méthodes de recherche pour les étudiants de master en droit international à l'Institut de hautes études internationales et du développement de Genève et y a occupé le poste d’assistante d’enseignement (2019-2023).

En 2018, elle a reçu le prix de recherche Henry Dunant pour sa thèse de master en droit (LLM) intitulée « International State Responsibility: The Role of Italy in Outsourcing Migration Management to Libya ».

Avant d’entrer dans le monde académique, Anna a travaillé au CICR en tant que conseillère juridique thématique sur la guerre urbaine (2019–2020) et en tant qu’associée juridique à la Division juridique (2018–2019). Elle a également acquis une expérience sur le terrain en tant que stagiaire auprès de la Coopération allemande au développement (GIZ) au Cameroun (2016–2017), dans le cadre d’un projet de réforme des manuels d’enseignement destinés aux officiers de la police judiciaire et de la migration camerounaise.
