Serkan Seker est diplômé de l’École de science politique et d’administration publique de l’Université d’Ankara (Mülkiye) en Turquie. Il a ensuite obtenu un master en études européennes à l’Université d’Exeter (Royaume-Uni) en 2007. Il a exercé les fonctions de sous-préfet et de gouverneur adjoint en Turquie pendant plus de douze ans.
En 2021, il a soutenu une thèse de doctorat en science politique à l’Université d’Exeter, intitulée “Civil-Military Relations in Turkey: An Historical Study of Foundation, Tutelage, and Transformation”.
Depuis septembre 2021, Serkan Seker est chercheur postdoctoral à l’Université de Genève, et il occupe, depuis septembre 2025, le poste de collaborateur scientifique. Ses recherches portent principalement sur la corruption politique, l’éthique du leadership, l’autoritarisme et la politique turque.
Il est membre du comité exécutif et responsable de la communication et du rayonnement du Geneva Center for Corruption Studies (RCCS). Il fait également partie de l’équipe académique dirigée par la professeure Emanuela Ceva, lauréate du FNS Advanced Grant en mai 2022 pour le projet The Margins of Corruption.
