Résumé:
When acceding to the European Union, Member States retained their capacity to conclude treaties under international law. Yet, the European Union’s constitutional framework imposes significant restraints on that freedom. How, and to what extent, the European Union constrains Member States’ treaty-making powers is the central question this dissertation addresses.
